The strongest Attack on Titan characters are not simply the ones with the biggest Titans. Ymir Fritz is the source of every Titan power in existence, Eren Yeager wields three of the Nine at once, and Levi Ackerman — who never holds a Titan power at all — still outranks most shifters he meets.

How we ranked them
Most power rankings measure output. That does not work here, and it is worth saying why before the list starts.
Attack on Titan is unusual in that raw Titan strength almost never decides a fight. The Female Titan is captured by a plan. The Armored Titan is beaten by a suplex. The Beast Titan — capable of flattening a battalion by throwing rocks — is defeated at close range by a man with blades. Hardening, regeneration and sheer mass repeatedly lose to positioning, ODM gear and information.
So a ranking has to separate capacity from outcomes, and in this series those two orders barely overlap. What follows weights both: what a character can theoretically do, and what they have actually been shown to survive and win. That is why an ordinary human with no supernatural biology sits above several of the Nine Titans.
10. Pieck Finger — the Cart Titan
The Cart Titan is the weakest of the Nine in a straight fight and the most useful outside of one. Pieck’s quadrupedal form has almost no offensive ceiling, but she can hold her transformation for extraordinary lengths of time, carry equipment and gunners, and operate as mobile artillery. She is also, consistently, the sharpest tactical mind on Marley’s Warrior unit — the one who works out that Eren has infiltrated Liberio. Endurance and intelligence are her power set, and in this series that is worth more than a bite.
9. Kenny Ackerman
Kenny “the Ripper” Ackerman killed over a hundred Military Police officers before the story begins and later leads an anti-personnel squad specifically designed to hunt Survey Corps veterans. He has no Titan power. He is here because he is the clearest demonstration of the Ackerman bloodline’s edge: a human who can meaningfully threaten the best soldiers humanity has, using nothing but ODM gear and firearms.
8. Annie Leonhart — the Female Titan
The Female Titan is the most technically skilled of the Nine. Annie combines partial hardening, a martial-arts background that transfers directly into Titan form, and the ability to scream at a frequency that summons and directs mindless Titans — a form of crowd control nobody else on this list can replicate. Her capture required an entire Survey Corps operation and still went badly. What limits her is durability: she fights like a duellist, and she loses when she cannot end things quickly.
7. Reiner Braun — the Armored Titan
Reiner is the endurance answer to Annie’s precision. The Armored Titan’s hardened plating shrugs off cannon fire, and Reiner’s regeneration is so aggressive that he survives injuries that should be terminal — repeatedly, across years, to the visible detriment of his mental state. He breached Wall Maria and then spent the rest of the series being extremely difficult to kill. In a war of attrition he beats almost everyone below him here; against a plan, he is as vulnerable as any of them.
6. Bertholdt Hoover — the Colossal Titan
Pure destructive capacity puts Bertholdt this high despite him being, by temperament, the least aggressive person on the list. The Colossal Titan is 60 metres tall and its transformation alone releases an explosion of steam and force capable of levelling a district. He destroyed Wall Maria’s gate and opened the entire narrative. His weakness is his strength: the Colossal is a siege weapon, enormously powerful and enormously slow, and it burns its user out fast.
5. Mikasa Ackerman
Mikasa’s awakened Ackerman bloodline gives her instant access to combat skill she never trained for, plus strength and reflexes far beyond a normal human. She is described early on as being worth a hundred soldiers, and the series never really walks that back. The argument for placing her fifth is not a feat of raw power — it is that when the story needed the holder of the Founding Titan stopped, she is the one who did it.
4. Levi Ackerman
Humanity’s strongest soldier has no Titan power, no hardening and no regeneration, and he is still the most reliable combatant in the series. Levi is the only character to defeat the Beast Titan in direct combat, carving Zeke out of his nape, and he does it while badly injured. He also incapacitates the Female Titan when the Survey Corps cannot.
He is the cleanest evidence for this list’s central point. Against a being that can throw boulders hard enough to erase a cavalry charge, the deciding variable was a man with two blades who understood exactly where the vulnerable four centimetres were. It is no accident that his duels keep turning up on lists of the best anime fights of all time.
3. Zeke Yeager — the Beast Titan
Zeke combines three things nobody else has together: a 17-metre Titan with superhuman throwing accuracy, the ability to turn any Eldian who has ingested his spinal fluid into a Titan on command, and royal blood. That last item is the real weight. Royal blood is what unlocks the Founding Titan’s power, which is why Zeke spends the back half of the story as the most strategically important person alive rather than the strongest fighter. He is a key, and everyone is fighting over the lock.
2. Eren Yeager
Eren ends the series holding three of the Nine Titans — the Attack Titan, the War Hammer Titan and the Founding Titan — and uses them to trigger the Rumbling, marching the Wall Titans across the world in the single largest act of destruction in the franchise. In terms of applied force he is unmatched by anyone who has ever lived in this setting.
He is second, not first, for a specific reason: none of it is his. The Attack Titan’s foresight, the Founding Titan’s authority over the Paths, the Rumbling itself — all of it is borrowed from a power source he cannot generate and does not control. Eren is the largest thing ever plugged into the socket. He is not the current.
1. Ymir Fritz
Two thousand years before the story, Ymir Fritz made contact with the source of all living matter and became the first Titan. Every Titan power that has ever existed — all Nine, every mindless Titan, the Paths that connect every Eldian who has ever lived — descends from her. When she died, the power was split among her three daughters and passed down for two millennia.
She ranks first because of what the ending establishes: the Founding Titan’s power was never Eren’s to wield unilaterally. It flowed through Ymir, who had been building Titans in the Paths in a state of enslaved obedience for two thousand years, and it stopped when she chose to let it stop. Eren commanded the Rumbling. Ymir permitted it, and then ended it.
That is the most complete expression of power in Attack on Titan: not the largest attack, but the only will the system could not overrule.
