Quick TakeArticle at a glance
- Monkey D. Garp is only a vice admiral, but he's consistently written as the strongest Marine in the series, strong enough that he cornered Gol D. Roger himself multiple times during the Pirate King's life.
- Akainu and Aokiji fought a ten-day duel on Punk Hazard to decide who became Fleet Admiral, and the damage permanently split the island into a frozen half and a burning half.
- All three current admirals carry Logia-type Devil Fruits except Fujitora, whose Paramecia gravity powers make him the one admiral who doesn't fit the pattern.
The strongest One Piece Marines are led by Monkey D. Garp, a vice admiral whose power is written as surpassing even Fleet Admiral-level fighters, followed by former Fleet Admiral Sengoku, current Fleet Admiral Akainu, and admirals Kizaru, Fujitora, and Aokiji — the small group of government loyalists strong enough to stand toe-to-toe with Yonko-level pirates.

Why Marine Strength Doesn’t Follow Rank
The Marines run an eleven-tier hierarchy from Ensign up to Fleet Admiral, but combat strength doesn’t climb in a straight line with it. Garp proves that outright: a vice admiral, three ranks below the top, and still the one name most of this list agrees is the strongest Marine who’s ever existed.
The Strongest One Piece Marines, Ranked
Six names, judged by confirmed feats and direct comparisons the manga itself has made — not Devil Fruit flashiness alone. Three of them are current or former admirals; two have held the Fleet Admiral seat.
1. Monkey D. Garp
Garp never rose past vice admiral, mostly by his own choice, and he’s still the Marine every other name on this list gets measured against. He fought Gol D. Roger, the Pirate King, to a standstill on multiple occasions during Roger’s life, which is as close to a ceiling as the series has ever drawn — Roger himself reportedly rated Garp and Sengoku as the only Marines worth fighting seriously.

2. Sengoku
Sengoku led the Marines as Fleet Admiral through the Summit War era, and he’s the only former admiral confirmed to have mastered all three types of Haki. His Devil Fruit, the Hito Hito no Mi, Model: Daibutsu, turns him into a colossal golden Buddha, giving him a scale of raw physical power none of the current admirals can match form-for-form.

3. Akainu
Akainu (Sakazuki) is the sitting Fleet Admiral, and he earned the chair the hard way: a ten-day duel against fellow admiral Aokiji on Punk Hazard that left the island permanently split, one half frozen solid and the other scorched into permanent flame. His Magu Magu no Mi makes him a magma Logia, and he’s the most ideologically ruthless of the three admirals — the one most willing to kill to enforce absolute justice, which is exactly the trait that won him the title.

4. Kizaru
Kizaru (Borsalino) turns his body into living light through the Pika Pika no Mi, which makes him functionally impossible to hit in a straight fight and lets him move and attack at speeds the other admirals can’t match. He’s also the most openly lazy of the three, which has repeatedly let targets escape him that a more motivated admiral likely wouldn’t have.

5. Fujitora
Fujitora (Issho) is the odd one out among admirals: his Zushi Zushi no Mi is a Paramecia, not a Logia, letting him manipulate gravity directly — strong enough to pull meteors down from orbit. He’s also the most openly critical of the Marines’ methods of any admiral in the current lineup, a blind swordsman who fights with a cane sword and genuinely believes in justice over obedience.

6. Aokiji
Aokiji (Kuzan) lost the ten-day Punk Hazard duel to Akainu and resigned from the Marines rather than serve under him, leaving with burn scars and a prosthetic leg made of his own ice. His Hie Hie no Mi still makes him one of the most powerful Logia users in the series on pure output — the loss came down to Akainu’s ruthlessness, not a gap in raw strength.

| Rank | Marine | Position | Devil Fruit |
|---|---|---|---|
| 1 | Monkey D. Garp | Vice Admiral | None (physical fighter) |
| 2 | Sengoku | Former Fleet Admiral | Hito Hito no Mi, Model: Daibutsu |
| 3 | Akainu (Sakazuki) | Fleet Admiral | Magu Magu no Mi (magma Logia) |
| 4 | Kizaru (Borsalino) | Admiral | Pika Pika no Mi (light Logia) |
| 5 | Fujitora (Issho) | Admiral | Zushi Zushi no Mi (gravity Paramecia) |
| 6 | Aokiji (Kuzan) | Former Admiral | Hie Hie no Mi (ice Logia) |
Marines vs. Pirates Isn’t a Fair Comparison
Ranking Marines against the series’ strongest pirates is tricky on purpose — the manga rarely lets an admiral and a Yonko finish a fight, because neither side wants to lose its biggest asset. For how the other side of that line stacks up, see our Strongest One Piece Characters ranking and our Strongest One Piece Villains list, both of which this Marines ranking was built to stay distinct from rather than repeat.
Frequently Asked Questions
Who is the strongest Marine in One Piece?
Monkey D. Garp, by consistent fan and in-story consensus. He’s only ranked vice admiral, but he’s written as surpassing even Fleet Admiral-level fighters, and he fought Gol D. Roger to a standstill multiple times.
Is Garp stronger than Akainu?
Most rankings put Garp above Akainu, despite Akainu holding the higher rank. Garp’s status comes from his history with Roger and Sengoku’s era, feats no active admiral has matched.
Why did Aokiji leave the Marines?
He lost a ten-day duel against Akainu on Punk Hazard over who would become Fleet Admiral after Sengoku’s retirement. The fight permanently scarred the island, freezing half of it and leaving the other in flames, and Aokiji resigned rather than serve under the man who beat him.
Why is Fujitora different from the other admirals?
He’s the only admiral with a Paramecia-type Devil Fruit instead of a Logia. His Zushi Zushi no Mi lets him manipulate gravity, strong enough to pull meteors down from orbit, rather than transforming his body into an element.
